New hiring, reorganization in city
The City of Cornwall's Infrastructure and Municipal Works Department is ready for a busy spring and summer construction schedule with a full complement of staff following the hiring of a new engineer and some personnel reorganization.

Cornwall - Mar. 17, 2011 - The city's infrastructure and municipal works department has hired a new engineer and undergone a personnel reorganization just in time for the busy spring and summer construction season.

"We are pleased to have filled vacant positions in our department with experienced professionals," said Norm Levac, the city's general manager of infrastructure and municipal works, in a press release.

"2011 is shaping up to be a busy year for capital projects, and it is important that we have the right people in place to oversee these projects."

Jean Cousineau has been appointed the municipal works division manager. Cousineau has been with the city for 30 years and prior to this appointment, he served as roads supervisor. He is a graduate of St. Lawrence College, where he received his Civil Engineer Technologist diploma.

Steve Wintle has been appointed to the position of infrastructure planning division manager. Wintle is also a St. Lawrence College alumni and has over 30 years experience at the city in both the design and asset management fields of municipal engineering infrastructure. Wintle previously held the position of design and records supervisor.

James Fawthrop has accepted the position of design and construction engineer. Fawthrop is a Cornwall native who previously worked for the consulting engineering firm of Genivar (formally the Thompson Rosemount Group). Fawthrop has a Bachelor of Applied Sciences in Civil Engineering degree from Queen's University.

The department of Infrastructure and Municipal Works is responsible for the development, construction and maintenance of the city's local infrastructure, including water and waste water treatment facilities, municipal buildings, sewers, watermains, roads, sidewalks, and street lights, traffic lights, as well as the operation of Cornwall Transit, GIS mapping and municipal solid waste management programs.

The department is separated into four divisions: infrastructure planning, environmental division, municipal works division and Cornwall Transit.
