Cornwall - Apr. 2, 2011 - Longtime city employee Stephen Rand has been appointed the new purchasing supervisor for the municipality.
Rand replaces Paulette Heard, who retired from the position at the end of February.
"Mr. Rand possesses a combination of experience and education and has vast knowledge of purchasing procedures and policies in a municipal setting,” said Maureen Adams, the city's general manager of financial services, in a press release.
"We believe that Mr. Rand is an excellent fit for this position."
Rand has over 21 years of experience working for the city and has previously held the positions of budget analyst, storekeeper buyer, buyer and senior buyer.
Rand is a graduate of St. Lawrence College with a diploma in Business Administration - Finance and has since continued his education by taking additional courses such as Municipal Administration and Senior Professional in Supply Management.
The city's purchasing services department seeks to buy the necessary supplies, equipment and services at the lowest possible cost needed to meet the needs of the city. The department ensures that taxpayers receive the maximum value for each dollar spent by establishing a fair and competitive process.
