Cornwall Police Service: Official Media Release - June 27, 2011
The following is an official media release and/or announcement from the Cornwall Community Police Service: Elias Ruest, 20, of Cornwall was arrested on the 24th of June, 2011 following a theft investigation. Brian Colborne, 19, of No Fixed Address was arrested in the early hours of June 25th, 2011.

Cornwall - Jun. 27, 2011 - The following is an official media release and/or announcement from the Cornwall Community Police Service:

WARRANT - ESCAPE LAWFUL CUSTODY and BREACH OF PROBATION
Cornwall, Ont. - A 15 year-old Cornwall male was arrested on the 24th of June, 2011. On the 21st of June, it is alleged that the young person left his group home without reasonable excuse, therefore breaching his condition. The young person was also bound by 3 Probation Orders with the same condition: to Keep the Peace and be of Good Behaviour. The youth was located in the east end of the city and arrested for 1 count of Escape Lawful Custody and 1 count of Breach of Probation. He was held in custody until court on the following day to answer to the charges. His name is withheld due to provisions under the Youth Criminal Justice Act.

THEFT UNDER $5,000.00
Cornwall, Ont. - Elias Ruest, 20, of Cornwall was arrested on the 24th of June, 2011 following a theft investigation. It is alleged that on 3 separate occasions during the month of May and June, the male who was an employee at a retail store, sold merchandise and pocketed the funds. Police were contacted and an investigation resulted in the male facing 3 counts of Theft Under $5,000.00. He is scheduled to appear in court on the 12th of July, 2011 to answer to the charges.

SEXUAL ASSAULT INVESTIGATION
Cornwall, Ont. - On the 24th of June, 2011, a Cornwall man was arrested and charged with Sexual Interference, Sexual Touching and Sexual Assault with a Weapon on a young female following an investigation by the Cornwall Community Police Service’s Sexual Assault and Child Abuse Branch. The offences are alleged to have begun in 1994 when the victim would have been 9 years of age at the time of the incidents. The male was released to appear in court on the 26th of July, 2011 to answer to the charges. His name is not being released as it may identify the victim in this incident.

FORCIBLE CONFINEMENT, ASSAULT, ROBBERY, MISCHIEF and BREACH OF PROBATION
Cornwall, Ont. - A 19 year-old male was arrested on the 24th of June, 2011 following a domestic disturbance investigation. The male was bound by a Probation Order with a condition to Keep the Peace and be of Good Behaviour. Between March and June, 2011 it is alleged that during arguments with his 18 year-old girlfriend, he struck her in the elbow causing bruising. It is also alleged that during a subsequent argument, he pushed her into a fridge and refused to allow her to leave the apartment. On June 6th, it is further alleged that he forcefully took a ring off her finger and bent her wrist backwards, then later pushed across the room. On the same date, it is also alleged that he broke her cell phone and would not allow her to leave the apartment. As a result of the police investigation, the male is facing 3 counts of Assault, 2 counts of Forcible Confinement, 1 count of Robbery, 1 count of Mischief Under $5,000.00 and 1 count of Breach of Probation.

ASSAULT and THREATS
Cornwall, Ont. - A 15 year-old male from Akwesasne turned himself into police on the 24th of June, 2011 following an assault investigation. On June 21st, it is alleged that the young person threatened to assault another male at school that date. On that date, it is alleged that the male followed through with the threat and assaulted the victim by striking him in the back of the head. The victim did not receive medical attention at the time of the incident. Police were contacted and an investigation resulted in the young person facing 1 count of Assault and 1 count of Utter a threat to cause bodily harm. He was released to the custody of a parent and is scheduled for court on the 21st of July, 2011 to answer to the charges. His name is withheld due to provisions under the Youth Criminal Justice Act.

BREACHES
Cornwall, Ont. - Brian Colborne, 19, of No Fixed Address was arrested in the early hours of June 25th, 2011. The male was bound by an Undertaking Order and a Recognizance Order with the following conditions: to Notify the Cornwall Community Police Service of any change of address, to Not Attend a specific address and to Keep the Peace and be of Good Behaviour. The male was also bound by a Probation Order with a condition to Keep the Peace and be of Good Behaviour. On the arrest date, police were contacted to respond to an unwanted male. Police located Colborne in the vicinity of the prohibited address and further learned that the male had failed to provide police with a change of address. As a result, the male was arrested for 3 counts of Breach of Undertaking, 3 counts of Breach of Recognizance and 1 count of Breach of Probation. He was held in custody until court.

BREAK AND ENTER
Cornwall, Ont. - The Cornwall Community Police Service is investigating a break and enter which occurred sometime prior to 06:30 hours on the 24th of June, 2011at a Campbell Street business complex. The suspect(s) gained entry into the first business by prying open a door frame then compromising the phone and alarm systems. Once inside, the suspect(s) stole cash then entered into an adjoining business. Nothing was reported stolen from the second break-in. BREAK AND ENTER
Cornwall, Ont. - The Cornwall Community Police Service is investigating a break and enter which occurred sometime between 10:30 on the 24th of June and 01:50 the following day at a Gloucester Street apartment. The suspect(s) gained entry by forcing open the rear door. Once inside, the suspect(s) stole 2 HP laptops, 1 gold chain with pendant, cash and an LG Bliss touch screen cell phone. WARRANT
Cornwall, Ont. - Lucien Ronnie Lepage, 38, of Hawkesbury was arrested on the O.P.P. on the 25th of June, 2011 on the strength of a warrant. On June 20th, it is alleged that the male failed to attend court and a warrant was in force. He was transported to Cornwall and held in custody until court the following day.

PUBLIC MISCHIEF
Cornwall, Ont. - Michael Christopher Ladouceur, 28, of Cornwall turned himself into police on the 25th of June, 2011 following an investigation. On the 12th of June, it is alleged that the male, using a false identity, made a false accusation against a police officer. An investigation into the allegation was commenced and the male was identified. As a result of the investigation, the male is facing 1 count of Public Mischief and he is scheduled to attend court on the 16th of July, 2011 to answer to the charge.

BREACHES
Cornwall, Ont. - A 15 year-old Cornwall youth was arrested on the 25th of June, 2011 for breaching her conditions. She was bound by a Probation Order and a Recognizance Order with conditions to Abide by a curfew, to Keep the Peace and be of Good Behaviour and to Abide by the house rules. On the offence date, it is alleged that she was scheduled to meet her group home worker at a specific location and time and failed to do so. It is also alleged that she returned to her group home past curfew. Police were contacted and as a result of the investigation, the female is facing 2 counts of Breach of Probation and 2 counts of Breach of Recognizance. She was held in custody until court. Her name is withheld due to provisions under the Youth Criminal Justice Act.

ASSAULT
Cornwall, Ont. - Caroline L. Bergeron, 27 and Jessica Sky Lemieux, 21, both of Cornwall were arrested on the 26th and 27th of June respectively following an assault investigation. On the 19th of June, 2011 it is alleged that the two females assaulted another female outside a Vincent Massey Drive establishment. The victim did not require medical attention for her injuries. Police were contacted and an investigation resulted in the arrest of the two females. They were released to appear in court on the 14th of July, 2011 to answer to the charges.

ASSAULT WITH A WEAPON
Cornwall, Ont. - Nelson Madill, 48, of Cornwall was arrested on the 26th of June, 2011 following an altercation with another male. It is alleged that he struck another male with a hammer. Police were contacted and an investigation commenced. The victim received medical attention for his injuries. As a result of the investigation, the male is facing 1 count of Assault with a weapon. He was held in custody until court.

BREACH OF RECOGNIZANCE
Cornwall, Ont. - A 49 year-old Cornwall male turned himself into police on the 27th of June, 2011 following an investigation. The male was bound by a Recognizance Order with a condition to Not associate or communicate with a specific female or be within 50 meters of any location she is known to be present. On the 15th of June, 2011 it is alleged that the male attended outside the female’s place of worship and within the proscribed distance. Police were contacted and the male was arrested for 1 count of Breach of Recognizance. He was held in custody until court the following day. His name is withheld as it may identify the victim in this incident.
