Cornwall Police Blotter October 31
Members of the Cornwall Community Police Service Patrol Division arrested a man at gun point on the 30th of October, 2011 shortly after 5:00 a.m. Police responded to an alarm at a local pharmacy and upon arrival located a broken glass door. The man was subsequently located inside the building and taken into custody.

Cornwall - Oct. 31, 2011 - The following is an official media release from the Cornwall Community Police Service:

BREACHES
Cornwall, ON- Carleton Mitchell, 47 of Cornwall was arrested on the 28th of October, 2011. He was bound by a recognizance with the conditions to keep the peace and be of good behaviour as well as not to be outside your residence if you have consumed any alcohol in the prior 12 hours. It is alleged that on the 28th of October, 2011 he was located under the influence of alcohol and to be away from his residence. He was charged with 2 counts of breach of recognizance. He was held in custody to appear in court until the following day.

Cornwall, ON- Harreson McTaggart, 19 of Calgary was arrested on the 28th of October, 2011. He was bound by an undertaking with the relevant conditions of abstain from the consumption of alcohol and to keep the peace and be of good behaviour. It is alleged that on the 28th of October, 2011 he was observed by a member of the Cornwall Community Police Service Patrol Division to be consuming alcohol. He was charged with 2 counts of breach of undertaking and held in custody until court the following day.

Cornwall, ON- Cory Leduc, 26 of Ottawa was arrested on the 29th of October, 2011. He was bound by an undertaking with relevant conditions to keep the peace and be of good behaviour and to obey a daily curfew to be at your place of residence between 11 p.m. and 7 a.m. It is alleged that on the 29th of October, 2011 at 2:30 a.m. he was observed by a member of the Cornwall Community Police Service Patrol Division to be consuming alcohol at a local establishment. He was charged with 2 counts of breach of undertaking and held in custody until court the following day.

Cornwall, ON- A 17 year-old Cornwall youth was arrested on the 29th of October, 2011. The youth was bound by a recognizance with the relevant condition to report to Cornwall Community Police Service in person every Saturday between the hours of 09:00 am and 16:00 pm and sign in. He was also bound by an undertaking with the condition to keep the peace and be of good behaviour. It is alleged that on the 22nd of October, 2011 the youth failed to sign in. The youth was charged with breach of recognizance and breach of undertaking. The youth was held until court the following day. His name was not released as per provision under the Youth Criminal Justice Act.

Cornwall, ON- Daniel Quigley, 25 of Cornwall was arrested on the 29th of October, 2011. He was bound by a probation order with the conditions to keep the peace and be of good behaviour and to obey a curfew, being in place of residence at all times unless permission is obtained in writing from the probation officer or designate except for three hours prior and three hours after employment. It is alleged that on the 29th of October, 2011 members of the Cornwall Community Police Service Patrol Division attended his residence and he was not present. He was located and charged with 2 counts of breach of probation order and released to appear in court on the 20th of December, 2011.

Cornwall, ON- Justin Pawis-Lepage, 19 of Cornwall was arrested on the 30th of October, 2011. He was bound by a probation order with the conditions to keep the peace and be of good behaviour, abstain from the consumption of alcohol or other intoxicating substances and obey a curfew be in your place of residence between the hours of 9 p.m. and 6 a.m. unless permission in writing is obtained from the probation officer, save with the permission of your probation officer. It is alleged that on the 30th of October, 2011 at 1:15 a.m. he was observed by a member of the Cornwall Community Police Service Patrol Division walking on Montreal Road while under the influence of alcohol. He was charged with 3 counts of breach of probation order and released to appear in court on the 20th of December, 2011.

WARRANT
Cornwall, ON- A 16 year-old Cornwall youth was arrested on the 28th of October, 2011 under the strength of an outstanding warrant. It is alleged that on the 28th of October, 2011 the youth?s surety was revoked. He was located and held in custody until court the following day. The youth's name was not released as per provision under the Youth Criminal Justice Act.

DOMESTIC BREACHES
Cornwall, ON- A 34 year-old Cornwall man was arrested on the 28th of October, 2011. He was bound by a recognizance with the conditions to not to attend his 29 year-old ex-girlfriend's residence except in the presence of a police officer for belongings and not to communicate directly or indirectly with her. It is alleged that between the 27th of October, 2011 and the 28th of October, 2011 he contacted his ex-girlfriend several times and proceeded to attend her residence. Police were contacted and an investigation followed. He was charged with 2 counts of breach of recognizance. He was held until court the following day. His name was not released as it would identify the victim in this incident.

DOMESTIC ASSAULT
Cornwall, ON- A 23 year-old Cornwall women was arrested on the 29th of October, 2011. It is alleged that she got into an altercation with her 28 year-old husband when she assaulted him. Police were contacted and an investigation followed. She was charged with domestic assault and held in custody until court the following day. Her name was not released as it would identify the victim in this incident.

THREATS & BREACHES
Cornwall, ON- David Rafter, 20 of Cornwall was arrested on the 29th of October, 2011. He was bound by a recognizance with relevant conditions to reside with surety at certain address in Cornwall, Ontario and abide by the rules of that residence as well as not to be away from his residence between the hours of 9:00pm and 7:00am except as follows: in the presence of his surety. He is also bound by a probation order with the conditions to keep the peace and be of good behaviour and notify the court or probation officer in advance of any change of name or address. It is alleged that between the 3rd and the 7th of October, 2011 he was no longer residing with his surety and he failed notify court or the probation officer of any change of address. It is also alleged that on the 24th of October, 2011 he uttered a death threat to a 21 year-old female acquaintance. Police were contacted and an investigation followed. He was located and charged with utter a death threat, 2 counts of breach of recognizance and 2 counts of breach of probation order. He was held in custody until court the following day.

DOMESTIC ASSAULT & BREACHES
Cornwall, ON- A 27 year-old Cornwall man was arrested on the 29th of October, 2011. He was bound by a conditional sentence order with the relevant conditions to keep the peace and being of good behaviour. It is alleged that on the 29th of October, 2011 he got into an altercation with his 22 year-old girlfriend when he assaulted her. The victim was not injured. Police were contacted and an investigation followed. He was charged with domestic assault and breach of his conditional sentence order. He was held in custody until court the following day.

IMPAIRED OPERATION, OVER .80, FLIGHT FROM POLICE, DANGEROUS OPERATION & DRIVE WHILE UNDER SUSPENSION
Cornwall, ON- Evan Campbell, 22 of Cornwall was arrested in the early hours of the 30th of October, 2011. It is alleged that he operated a motor vehicle in a dangerous manner on Second Street West while under the influence of alcohol. Upon conducting the traffic stop the male attempted to flee from police. He was charged for impaired operation, flight from police, dangerous operation and drive while under suspension. He was transported for further testing which resulted in a charge of over .80. He was released to appear in court on the 6th of December, 2011 to answer to the charges.

BREAK & ENTER ARREST
Cornwall, ON- Members of the Cornwall Community Police Service Patrol Division arrested a man at gun point on the 30th of October, 2011 shortly after 5:00 a.m. Police responded to an alarm at a local pharmacy and upon arrival located a broken glass door. The man was subsequently located inside the building and taken into custody. It is alleged that on the 30th of October, 2011, he entered the building while wearing a disguise and caused damage to property. Roger Bastien, 41 of Cornwall was charged with break & enter, mischief under $5000.00, possession of break in instruments and disguise with intent.

Upon further investigation, the male was also charged with 2 additional charges of break & enter. It is alleged that he committed a break & enter on the 12th of December, 2009 and on 29th of October, 2011. He was held in custody to appear in court on the 31st of October, 2011.

DOMESTIC ASSAULT & THREATS
Cornwall, ON- A 27 year-old Cornwall man was arrested on the 30th of October, 2011. It is alleged that he got into an altercation with his 34 year-old ex-wife when he assaulted her and threaten her 36 year-old boyfriend. It was also alleged that he had operated a motor vehicle while being suspended. Police were contacted and an investigation followed. He was charged with domestic assault, utter death threats and drive while under suspension. He was held in custody to appear in court the following day.

BREAK & ENTER
Cornwall, ON- The Cornwall Community Police Service is investigating a break and enter which occurred on the 31st of October, 2011 at a McConnell Avenue residence. The suspect(s) gained entry by kicking in the rear door and proceeded to removed an 42" Samsung flat screen television.
